Sanctions Advisory Specialist

The Management of the company has committed to ensure compliance with AML / Embargo & Sanctions rules within the entire Group. In this context, Group Compliance has decided to have a strong and permanent set-up within the US.
The objectives of this unit include:

  • Having the responsibility for the company’s compliance framework in relation to US Sanctions
  • Ensuring a legal watch in relation to US Sanctions in liaison with Legal Affairs
  • Issuing norms, policies and procedures in relation to Sanctions and applicable across the Bank
  • Providing advice on situations linked to US Sanctions across the Group
  • Acting as the ultimate level of management of the US Sanctions – related alerts,
  • Acting as the sponsor of tools used to filter flows against embargo / sanctions lists
  • Risk assessing the Group’s branches & affiliates regarding non-compliance issues through a permanent risk oversight
  • Performing on-site controls within the Bank to verify that the Bank’s entities comply with norms issued by headquarters
Responsibilities of the Sanctions Advisory team:

  • Providing opinions, as the ultimate level within the Bank, in relation to US Sanctions on business initiatives, development of existing business or transactions
  • Manage and maintain required documentation to satisfy the audit trail requirements
  • Provide advisory on the updating of Norms in relation to Sanctions
  • Contribute to the formalization of post-mortem as necessary in relation to US Sanctions matters in order to improve the underlying processes
  • Responsible for sending advisory notices to global teams after changes in U.S. sanctions regulations
  • Partner closely with business and Compliance counterparts to understand issues, to process accordingly and provide opinions towards resolution
Responsibilities:

  • Perform analysis of existing (and prospective) counterparties and their beneficial owners, including enhanced due diligence, regarding sanctions related risks
  • Synthesize findings and report cases/files to senior management, partners and committee members for effective assessment of viability and risks.
  • Comprehend and parse and/or interpret complex organizational and corporate structures for ownership percentage, subsidiary breakdown or merger activity
  • Interact daily with Senior Management, Legal, and Pole & Territory Compliance on counterparty risks and matters requiring escalation
  • Keep abreast of U.S. sanctions regulations, enforcement actions and penalties.
  • Maintain close working knowledge of assigned cases/files and advise supervisors of their progress and any matters of concern.
  • Follow-up with appropriate party for missing or outstanding documents or information whenever necessary until closure of the case.
  • Research of SDN affiliated entities
  • Interact with other units of Compliance U.S. (including Risk & Oversight, On-site Controls, Alerts Investigations, and Norms & Procedures), and headquarter teams
  • Ad-hoc projects and presentations for senior management and regulatory authorities
  • Advisory representative on regular team wide committees/meetings
  • Supervise junior staff work
Minimum Required Qualifications:

  • Undergraduate degree, finance or business-related majors
  • 5-10 years of experience in Compliance and/or a banking environment
  • Strong investigation and research skills, and experience with the Internet and on-line research systems
  • Knowledge of corporate ownership structures
  • Knowledge of U.S. sanctions and OFAC
  • Knowledge of payment messages
  • Knowledge of KYC documents
  • Working knowledge of institutional and retail banking products & services
  • Use of utmost discretion when handling sensitive and confidential material
  • Flexibility to adapt to a new and changing environment
  • Strong analytical skills, organization and attention to detail
  • Strong verbal communication skills with experience communicating with senior management
  • Excellent written communication skills and ability to summarize information from multiple documents in a synthesized memo
  • Ability to:
    • Manage multiple investigations and inquiries at the same time and meet timely deadlines. Demonstrated track record in self-initiative and time management
    • Work well with others in a fast paced environment
Preferred Qualifications:

  • French language skills a plus
  • Knowledge of AML regulations including the USA PATRIOT Act, and Bank Secrecy Act
  • Experience reviewing others work
